Confirm food jurisdiction before applying a label checklist

The same generic checklist should not be applied to every food. Many conventional foods fall under FDA, while USDA FSIS regulates covered meat, poultry, and processed egg products. Product composition, species, processing, establishment status, and specific exceptions can change the starting point.

Why this review needs product evidence

Choosing the wrong path can produce a polished but irrelevant review. FSIS inspection, label approval, marks, establishment information, and import eligibility differ from FDA food requirements. Mixed or novel products may require a documented classification decision before either rule set can be applied confidently.

Recommended review sequence

  1. Describe the finished product, ingredients by percentage, animal species, processing, intended use, and package form.
  2. Check the current statutory and agency scope instead of classifying from the product name alone.
  3. For possible FSIS products, review inspection coverage, establishment status, required marks, label-approval category, and generic-approval conditions.
  4. For FDA products, review food-facility, import, labeling, and product-specific requirements separately.
  5. Escalate mixed, borderline, game-species, shell-egg, or processed-egg questions rather than forcing a selection.
  6. Record the source, date, facts, and owner behind the jurisdiction decision.

Evidence to keep with the released label

Keep the quantitative formulation, species and processing facts, facility records, supplier documents, intended-use description, agency correspondence if any, and the exact source used for classification. An importer should also preserve country, establishment, admissibility, and shipment-specific records outside the label packet.

What the pre-check cannot prove

Do not treat the words “meat,” “chicken,” or “egg” as a complete jurisdiction test. Do not assume an FDA-style Nutrition Facts panel proves FDA jurisdiction, or that an establishment number resolves label approval. ReguPrep intentionally keeps unknown and mixed declarations in review status.

Automatic extraction is accepted only when required text is present in two OCR passes, image quality and layout evidence meet the configured threshold, and the submitted product facts agree with the recognized text. Otherwise the upload is rejected for clearer, complete panels. This does not establish population-wide OCR accuracy or regulatory compliance.
